Facebook and Instagram ads that lead to WhatsApp: how to set them up right

In Mexico many people would rather message than fill out a form. How to build a click-to-WhatsApp campaign that brings conversations with intent: objective, welcome message, creative per format, fast replies and measuring what happens in the chat.

In Mexico, WhatsApp is where many sales close: people ask about price, availability or location, and decide in the chat. That's why Facebook and Instagram ads that open a WhatsApp conversation usually work better than sending people to a long form. But "more messages" doesn't always mean more customers. A badly configured campaign floods your WhatsApp with "info?" and "price?" from people who never reply again. This guide explains how to build it so conversations with intent come in and you can measure which ones end in a sale.

What you need before you start

  • A Meta business portfolio in your business's name, with your Facebook page, Instagram account and ad account inside it.
  • A WhatsApp Business number connected to your Facebook page or portfolio.
  • Someone who replies quickly during the hours the ads run, or an automated flow that receives and sorts messages after hours.
  • A way to log each conversation and which ad it came from: a label in WhatsApp Business or a connected CRM.

Campaign objective and destination

In Ads Manager, the WhatsApp destination is chosen inside the campaign, not as a separate objective. According to the official guide to ads that click to WhatsApp, you pick the objective, select messaging apps in the conversion section and check WhatsApp. The objective you choose changes what Meta optimizes for:

ObjectiveWhat it optimizes forWhen to use it
EngagementConversations startedTo get started and build message volume
LeadsConversations that become a leadWhen you already report which chats qualify
SalesPurchases inside the conversationWhen you report sales closed in the chat
TrafficClicks to the chatRarely: it brings volume with little intent

The exact names of each option change with Ads Manager updates, so follow the labels in your account. What matters is the principle: optimize toward the result closest to the sale that you can measure. If you only optimize for "conversations," Meta finds the people who message most, not the ones who buy most.

The welcome message filters or attracts the curious

When setting up the ad you can define the greeting and the message the person sees pre-written when the chat opens, plus suggested questions. It's the most neglected piece and the one with the most influence on quality. A message like "Hi, I'd like information" invites anyone; one like "Hi, I'd like a quote for event furniture rental on [date]" already carries context and leaves out people without a real need. Suggested questions do the same: the person picks which service they want and arrives in the chat with the conversation on track.

Creative: one per format, no automatic cropping

WhatsApp ads run in reels, stories and feed on Facebook and Instagram. If you upload a single piece, Meta adapts it to each placement, and not always well: cut-off text, logos covered by the interface or a stretched image. The right way is to prepare one version for each aspect ratio and assign it to its placement with placement asset customization: 9:16 for reels and stories, 4:5 for the Instagram feed and 1:1 or 4:5 for the Facebook feed, with text away from the edges where the app places the page name, the description and the button.

Also check the Advantage+ automatic enhancements. Meta turns them on by default and some change your piece: automatic video cropping, visual touch-ups, overlays or "text improvements" that rewrite what you wrote. Since version 22 of the Marketing API, Meta handles them as individual features that are switched on or off one by one, so you have to review them on every ad before publishing.

The campaign ends in the chat: reply fast

Someone who tapped your ad is interested right now, not three hours from now. If they wait too long for a reply, they've already messaged your competitor. That's why it pays to run ads during the hours someone can answer, or to have an automated flow that replies instantly, asks two or three qualifying questions and hands the conversation to a person.

If you use the WhatsApp Business Platform (the API) instead of the app, there's a detail worth knowing: when someone messages you from a click-to-WhatsApp ad on their phone and you reply within the 24-hour customer service window, a free entry point window opens that, according to WhatsApp's pricing documentation, can last up to 7 days, during which Meta doesn't charge for marketing, utility, authentication or service template messages. It's useful for following up with people who didn't reply without paying for each message.

Measure what happens in the chat, not just how many chats open

The number Ads Manager gives you is the cost per conversation started. It's useful, but it doesn't tell you how many of those conversations became customers. That's what the Conversions API for Business Messaging is for: it reports to Meta when a chat became a qualified lead or a sale. With that signal you can optimize toward leads or sales instead of messages, and Meta starts looking for people who buy, not people who ask. If your site also receives contacts, combine it with the Pixel and the web Conversions API, as we explain in our Meta Pixel and Conversions API guide.

Audiences, learning phase and frequency

  • Use custom audiences of people who already messaged you, visited your site or watched your videos, and lookalikes built from your customers. Exclude people who already bought unless you sell something recurring.
  • Give the campaign time to exit the learning phase before judging it; WhatsApp's official guide recommends running these ads for at least seven days.
  • Don't edit budget, audience and creative every two days: every significant change restarts learning.
  • Watch frequency, the average number of times each person saw your ad. When it rises along with cost per conversation, the creative is worn out and it's time to replace it.
Do I need the WhatsApp Business API to run click-to-WhatsApp ads?
No. You can use the WhatsApp Business app connected to your page. The platform (API) makes sense when several people answer the same number, you want to automate replies or report chat sales back to Meta.
Why do people message me but nobody buys?
It's almost always a mix of three things: the campaign optimizes only for conversations, the welcome message is too generic or replies take too long. Fixing all three usually helps more than raising the budget.
Is it better to send people to WhatsApp or to an instant form?
It depends on how you sell. WhatsApp works when the sale needs conversation and an immediate reply; the instant form, when you need organized data and can call later. With forms, the higher-intent option adds a confirmation step that filters out the merely curious.

WhatsApp campaigns are among the things we set up most as a Meta Ads agency, from the welcome message to measuring what happens in the chat.
